Yes it can be repainted, and you can get Tickets by playing the game and leveling up.

Dude I didn't mean to lie my brother sent a car and when I was sending you the car as soon as I pressed okay I ejected the disc so I didn't see it said daily limit sorry about that and you also said you will give the paint back but you deleted me.
