If you're talking about the headlights on a 1969 Mustang, then yeah; the headlights on the grill are foglights and the headlights are just in the panels.
errr...great (I guess).1969 Mustangs have a 4 way headlight system. You can have just headlights on, just fog lights on, or both, or both on while being on high beams.

Yes thanks. No panels, only exposed headlights and fog lights. The 1970 had panels over the headlight I think. That's what made me think it was a 1969 (no panels). I'm guessing though.
