$2.99 is pretty darn cheap. If this applies to future packs, I'd be willing to pay for it. Maybe a season pass would be cheap as well...

I think it's mainly so American players can get access to the pre order content. I think they'll release it worldwide soon enough

Well the only "DLC" is the Lykan which fits into one of the road classes but if there is, say a modern DTM DLC then perhaps
