The reporting on this has been just flat wrong, almost everywhere.

That one was seized under s165, which relates to insurance offences. The specific issue here is that the driver was a UK resident driving it on non-UK plates and non-UK insurance, which is not permitted. A UK resident must have UK insurance to drive a car in the UK, but it can be on non-UK plates (not registered in the UK) for up to six months before it must be registered in the UK.

Additionally, the Cybertruck almost certainly cannot be registered in the UK in its standard form. It definitely won't have a certificate of conformity from the manufacturer, and it would not pass an IVA test for single use.

That would mean you could drive it in the UK as a non-UK resident, on non-UK plates and with non-UK insurance, for short periods (umm... I think three months; I'd need to check) or as a UK resident on non-UK plates and with UK insurance for up to six months, but you can't do what this guy did and you can't import one and drive it about without significant modifications to pass an IVA to be UK-registered.

It's not, as a lot of places said, illegal to drive at all due to "safety concerns".
