I used the exact parameters and still can't get it!
I carried on using the "New track" button to get another track with the same parameters, but after testing each one, I still could not get a track with a huge jump

I made a course the first day I got the game and I also got two big jumps on mine. I use it as a test course for my cars, so I've never really raced on it with other cars, but I think I just might later on to see if I get similar results.

That was on a track created by the course maker. It created a track with a huge jump in the middle of it and the cars just go flying over it. It's pretty funny.

The only way to get it is through sharing, since elevation changes are always random, you can get a track that looks exactly the same from above, but the elevation will always be different.

You have to get extremely lucky to get a jump.

Watch out for the flying Runx!

Yeah, I could try sharing it. My PSN ID is Mark17. In the friend request, just say something so I would know your not just some random person. It looks like after you add me as a friend, in GT5 go to where it says "Profile" and select it. Then it looks like you should see all of your friends in the list. Then select my name and then go to the "Course List" button. I would think that since I shared it that it would appear in the list, but I have no idea as I've never shared a course before.

Here's a picture of the track, it's basically just a big circle. Kind of boring, but I think the jump makes up for it.
