FH4 tends to add more cars based on their popularity on the wish list than Forza has in the past.
Somewhat, but I think there would be plenty of players who would complain they don't go by the wishlist count enough even when newer cars are selected. For the sake of numbers, non-FE/livery cars at launch versus added since launch:
Median Model Year (launch roster vs additions only): 2004 vs 2006
Median PI: 703 vs 744
PI 800+ % of set: 26% vs 41%. (Install through Series 22 inclusive: 30%)
It's harder to draw the line at what makes a realistic wishlist checklist. I only saw one request for the Napier-Railton out of nearly 10,000 models mentioned (or 1 out of roughly 4800 lists, which means the other 4799 users had reason to complain that it stole 'their' car's spot). The 6.5% of users who requested the Performante can be happy, but there are 80 or so cars (12%) in the game as of Series 22 that weren't specifically mentioned by anyone in the thread.

Another stat I look at is to group the game's car count by three-model-year increments. For each game, the year group with the largest number of cars is usually the three years prior to the game's launch date. As a percentage of total:
FM2: 33%
FM3: 25%
FM4: 29%
FH1: 26%
FM5: 21%
FH2: 23%
FM6: 19%
FH3: 18%
FM7: 17%
FH4: 16%

Just add some new damn roads to the map
Is it a little bit unreasonable to expect a map expansion? I played a lot of open world car games and I can't remember any that changed the map somehow. Especially so long after release. And there's also a possibility that you would still play for just a few hours and nothing more if they added a bunch of roads.
 
I think this is what someone at PG was saying on streaming, that they don't do the act of expanding the main map because it would require all players to download a lot of data.
This is probably the reason why other games don't expand the main map as much.

Never thought of it and it somehow make sense. A lot of players like FM4 car list the most. I believe it is also because the list featured a lot of modern cars. For the opposite reason I like FH4 car list the most.

They should go to NFS if they want supercars all day long, because that game has plenty.

It looks a lot compare to others but it's still just 20% of the huge car list.
 
Not for nothing we cant discredit FM7s car list, that not only had the most cars of any forza game but the most race cars too. The only disappointment was there was still many glaring omissions within that car roster. Despite having around 840 cars, several important race cars that was in FM6 was not carried over ( a few classic racers were also teased to be included in the game and never made it in). Also some car divisions like Forza GT and Forza P2 were too clumped together and when you broke it down even those had many missing race cars.

I'd like to see the LMP1, F1 and NASCAR cars from FM7. I don't think they'd be any more out of place in FH4 than the #94 VW.
 
On the map subject, I sometimes wonder if the modelled landscape behind the lake stretching up into the highlands was originally intended as a playable area, but eventually sacrificed to release the game on the annual schedule Forza followed at the time. The area looks pretty complex for something out of playable reach with the river running through etc. Go to one of the mountain peaks and look to the west if you don't know what area I'm referring to. I imagine it could have been a cool part of the map with emphasis on harshness and wilderness, standing in contrast to fertile lands and moorlands we got. Oh well...
 
One of those vehicles that makes perfect sense in a Forza Horizon game that is not yet included!

The licensing issue that forced FH4 to ship without any Mitsubishis probably means it'll be even longer until we see it (if we see it at all).
