PG had the very same text and post-car-pass paid DLC packs in FH3 and FH4 though. It's not new and the wording on the premium Edition is very clear.
That's why I started the paragraph with "Even though the Premium Edition does clearly spell out what's in it and makes no mention of future add-on DLC packs,".

It's not difficult to see that some people may have thought they were buying the all-inclusive edition and feel that, for the sake of a measly fiver, this new pack should be in it though, surely?

The fact that there isn't a version of the game (and FH5 is far from the first, last, or only example of this) that is all-inclusive is just a symptom of modern gaming. People kicking off about it might be wrong in terms of facts (the Premium Edition never said it would include everything) but are at least showing some kind of resistance to this practice; there's just not enough of them any more to make a difference.
 
I'm a Premium Edition owner--while it sucks that we're at the end of that coverage, and possibly close to the end of 5's new content stream, I'm actually cool with the $5 price point. I feel like if it were those same cars for $10 or gods forbid $15, I'd be more cautious, but if these cheaper car packs mean more of those highly requested cars can get in without jeopardizing whatever themes Playground has planned for future updates, then so be it.

The biggest bugbear for me is that physical copies don't have the full base game on disc; as you explained, FH5 isn't the only one, in fact the vast majority of games I own for the One/Series X are the same (with MWII being the most hilarious, with the disc holding a whopping 2GB of content for a 100+ gig game). This isn't a problem for right now, but what happens in 15 - 20 years when the servers with the game's updates are no longer there and something happens to my Series X or whatever newer console is backwards compatible?

Microsoft have done great strides to ensure that legacy content across older consoles is accessible on newer stuff, and I think they'll continue to do that, but there is always that slight worry when thinking about this kind of thing that dampens the experience. GT7 will become a paperweight when they've decided they're done with it (unless you really love Music Rally), and FH5 has single player but the bulk of the actual content requires a download from a server which may or may not exist at some point. Sure, 99% of your player base will have moved on, but it just feels like the dev's work is kind of gone to waste.

They bought what they thought was the complete version of the game, and it's not; they need to pay another $5 to get it (and who's to say there's not more of these in the future?) on top of whatever the Premium Edition cost in the first place.
I was neutral towards this whole situation, but the toxicity from some of the pro-DLC side is making me think that, yes, they really could have thrown a 5 dollar car pack into the premium/ultimate edition. Some going as far as to say everybody that's a bit sad about the pack not being included is a "whiner". It's not everybody of course, but that's a strikingly common take.

Oh, off that topic but I really hope those barbie cars aren't paid because I would totally rock that pink vette!
