Then you can't buy it, but could play it. Servers would be online for 5-10 years since that, offline would be with you forever(if you have disc version)

I still sometimes play FH3, and that has been delisted in September 2020. Heck, if you own the game you can still download it even today.

My update was only about 8.2 GB on Steam. The Horizon Stadium Circuit is now available for all and Horizon Realms is officially LIVE, a day early!
Here are the unlock criteria for all the cars:
Hennessey Ram Mammoth 6x6: Complete Skill Mode in one Realm
Lotus Exige Cup 430: Complete Skill Mode in six out of the twelve Realms
Lamborghini Huracan Sterrato: Complete Skill Mode in all twelve Realms
Lamborghini Revuelto: Win a race at the Horizon Stadium Circuit!
By the way, all of the Pike Factory cars are in Cult Cars/Cult Classics, as @pclark06 predicted. As for the others, though...
Lotus Exige Cup 430: S1 833 Track Toys. A rough equivalent to the Lotus Three-Eleven, but lower PI owing to it not being open-top. Ultimately has the advantage everywhere except braking though.
Lamborghini Revuelto: S2 905 Hypercars. Very pleasantly surprised they took the S2 route, though I guess the thing does have a total of 1000 HP thanks to its PHEV assistance. It pays for this by having the absolute lowest PI in S2 Hypercars, though, second only to its older brother the Veneno, so upgrades are required to make it competitive on the higher difficulties.
Hennessey Mammoth 6x6: B 697 Pickups and 4x4s. Not terribly surprising considering how popular this category is but, if this was even possible, this is now the undisputed king of B-class Pickups and 4x4s, outdoing even the Saleen Sportruck. Just hope that 6x6 drivetrain doesn't have any adverse effects on its cornering--I'd hate to overturn this thing.
Lamborghini Huracan Sterrato: S1 836 Rally Monsters. Not unexpected either, but definitely pleasantly surprised by the 836 PI. This puts it slightly ahead of the Group B Quattro and slightly behind the Subaru ARX, but it should still be an absolute riot!
Overall, a nice, amazing spread of cars to send FH5 off with. I'll be going for these as quickly as I can, but... dang. Hard to believe this is really it, huh?
EDIT: Oh, also--no new content update follows this. This month's Playlist vote is between Horizon Rush Takeover and Midnights at Horizon, so either way the Evolving World PR Stunts are returning next Series IIRC.

General
- Fixed an issue where players would receive an error message after leaving a convoy and then attempting to rejoin (Bug 3987366).
- Fixed an issue with controller buttons being unresponsive whilst introducing ANNA during the Initial Experience (Bug 3982057).
- Fixed an issue where the game would crash when changing the graphics preset from ‘very low’ to ‘low’ (Bug 3896063).
- Fixed an issue where the game defaults to a ‘low’ preset if the GPU name is not recognised (Bug 3988571).
- General performance and stability fixes.
- Fixed an issue with the 1995 Ford Mustang SVT Cobra R when applying a livery to non-stock side skirt on the right-hand side (Bug 3986752).
- Horizon Open challenges have been changed from ‘Earn 2 Levels in Horizon Open’ to ‘Complete a Custom Race in Horizon Open’ to allow players already at max level to complete these (Bug 3982153).

I thought Car Pass owners were getting the new car pack for free, but this text implies otherwise?

Nope. Our Car Passes ran out nearly two years ago. Ultimate Car Pack is a later bundle.
At £3.99 the final pack didn't break the bank for me and earnt me enough points to qualify for a £5 MS voucher.

The fact that they made fixes to Explore the Horizon of all things seems to indicate that they're thinking about bringing back the Pathfinder Accolades at some point. I do still need to do those at least. If that ends up winning a Playlist vote, would anyone be willing to let me know here? I uninstalled the game again after I grabbed the new cars.

If my #Forzathon Points are going up I haven't been counting. I'm swimming in Backstage Passes right now. I'm only missing one car besides the Realms prize Elise anyway. Horizon Realms and unlocking the 3 cars behind it is rather boring IMO. Just sit idle in a scoring game for 5 minutes, repeat 8-10 times or something?
Anyway, I’m done with it. I officially own every FH5 car now 😎 (that’s 907 unique car entries, but a bit more south from 900 if you remove all duplicates like Oreo and nail polish cars, Forza edition cars or old-fashion dupes like half a dozen of Extreme-E cars etc). Still a very impressive amount of cars. 👍

Must be the most boring, pointless and joyless update to a Forza game so far. Why did they bother, really. I did it, to get back to 100%. It is sad really because you can see some level of effort went into some of it, but then the actual game part, no effort was made at all. PG need to hire someone who knows about what makes games fun and satisfying to actually play. I don't have any faith they will actually do this though.
