Yes you can. Just reenter the psn code that came with your game. Assuming you still have the little insert that was in the box.

That's not exactly correct. You cannot re-use a code. However, any items downloaded via your PSN account are kept track of and may be re-downloaded as many times as you wish, by going to the PS Store, scrolling down to "View Downloads", and selecting the item.

I got the AE version from Gamestop. What cars are included in the Velosity Pack? Will these codes work in the US? If so I'd like to have one and would gladly gift you are car if and when PD comes out with an update to allow us to trade again.

The Anniversary Edition includes all five of the individual packs (source: here on GTP). There's nothing in any of the individual packs that isn't included in the Anniversary Edition. Here's the Velocity Pack:
