I actually had to search a bit... found this:

"Fly Me to the Moon" is a pop standard song written in 1954 by Bart Howard. When introduced by Felicia Sanders on the cabaret circuit, it was originally titled "In Other Words". The song became popularly called "Fly Me to the Moon" from its first line, but it took a few years for the publishers to change the title officially.
 
I assume the bollards are removable... or those guys are very stupid.

Actually, at first I thought it was one of those trick sidewalk-chalk optical illusion drawings.
 
Looking at the type of bollard and the materials they've used, i'd say they are cemented in. Doesn't even look Photoshopped.
