I just don't get this issue some people have. Yeah...the lowest prizes have the highest probability of being awarded. Obviously. The roulette wheel is just a visual thing. The dice were rolled and the prize was determined the second you first received the ticket. Sure, it's a clumsily implemented system and I'd argue the prizes should be on average a lot better (actually, I wish the prize was just awarded when you open the ticket - just forget making me watch a cartoon), but once you are aware of how it works (which becomes obvious pretty quickly) it really doesn't matter. A wheel that visually represented the actual probabilities would be fine too, but ultimately it doesn't change anything.
Agreed! I guess what irks me is the needlessly poor design of the in-game roulette. The roulette made good sense when it was cars only in previous iterations of Gran Turismo. They carried that over but now use it in a context in which it makes little sense.
As far as I'm aware, you'll never see a prize on a Roulette Ticket that isn't possible (edit: that is of higher value than is possible) to win from a ticket of that level. The roulette shows you the one prize you're going to get regardless and four others pulled from the pool of possible prizes from that kind of ticket - and it's also shown in a specific way. Ever noticed how you get the same credit reward every time on those all-credits tickets?
Yes, this is true. I think my record is to win 1,000,000 cr with a 3- or 4-star ticket, I don't remember exactly. It happens, it is just insanely rare. Which makes sense if you match the average payout of a ticket to the number of stars. Which, again, makes sense economically, but is misrepresented by the 5 possible prizes shown for a ticket.
It's also pre-determined, not rigged. Rigging requires a benefit on behalf of the rigger.

And, again, even on the Daily Marathon, what you get is additive: it's a bonus you wouldn't receive otherwise.
I would like to point out that I am mainly talking about the lottery ticket system as a whole, not specifically the holiday season tickets. The latter I welcome, as I see it as a free bonus you don't have to do anything for other than start the game. The parts ticket ended up as a stage 5 weight reduction for a NISMO GT-R '17, which I don't need, but it is what it is. Also, this is the "lowest reward" holiday ticket given out for the first login, the other ones appear to be quite substantial.
As for improving the ticket system, just an idea about parts tickets: when you buy parts for a car in the tuning shop, the game could cross-check if you already have a specific part in your inventory and display this in the tuning shop. Maybe even offer you then and there to choose between buying the part new or installing the part from your inventory for free. That doesn't help with parts for cars you may never use
cough*pacecars*cough, but at least you wouldn't forget parts you would actually want to use.
