Automated stewarding is a problem nobody has solved well yet. It's certainly not impossible, but it'd definitely be a big investment - there's a reason even iRacing's collision detection is basically "if it's not an egregariously obvious offence, assign fault to both parties".
 
It has been solved, and it was in place in many racing simulations, with many options to enable and disable rules. The current state of decay for titles losing more and more features each release makes it much worse. The rate of regression is abysmal. But apparently the "racing market" as portrayed by the con men is dominated by those who are ready to spend bajillions for ray tracing, not any gameplay or rules or fairness. If folks want actual racing rules, infractions, points, license acquisition and license suspension, maybe folks need to stop paying for things they don't want and make it clear what they want to pay for. It is by no means an unsolveable or unsolved problem. Just like rules in any sport, baseball, football, rugby, chess cricket, those are what make it fair and what make it enjoyable. The rules in Mario Kart are more obvious and clear and it's the best selling racing game for it.

unfair is not fun. Fair is Fun.

What's truly bewildering and absolutely unacceptable is that rules can be options and enabled and disabled as players prefers, so the truly unfounded shameful excuse that it's hard or might not be 157,000% correct in every case, so do nothing at all is up there with the greatest cons of all time.
