If I had to guess, it's because those companies have adapted to a more global or western target audience. And there's been a lot of turnover at the top level staff over the years. They've been forced to change their ways when the company(s) weren't doing very well. Mainly SE in those examples.
Polyphony on the other hand is still Kaz at the top and making the same single game on a single platform. I'm sure it's very old school. I honestly don't know what would happen if he isn't running the show. Where the series goes from there could be good or bad.
And saying all that, I'll note again that I hope this dev on Reddit doesn't get in trouble cause he's making the sort of broad/raw comments that tend to do that.
