Ah ****, here we go again.
 
Just did a race at Spa 24h with a clear start and torrential rain midways through, so I'm also confused as to where that list came from.
When you go to custom race for a circuit and then to the custom weather there are 2 options :

1) you can set the weather for the start and end of your race differently (= dynamic weather as it changes from 1 type to the other over the course of the race)
2) you can only set 1 type of weather for the entire race (= no dynamic weather)

I don’t do custom races myself because of the poor payouts but it seems some people have experienced dynamic weather on tracks that only have 1 weather slot. Some possible options for that :
  • Perhaps if you put random weather in the only weather slot, the weather can still change? I thought the game would just pick a random weather option (dozens available) and stick with that one.
  • Another option that might feel like dynamic weather (but isn’t) if you start on a wet track but it’s not raining anymore. During the race you will see the track dry up on the racing line but the weather itself is not dynamic.
  • Maybe another option is that some events from career, championships, missions etc have pre-baked dynamic weather but custom races on that track don’t allow for it.

All the data I pulled from the game is from very early after release, I believe it was patch 1.05. I haven’t checked since if anything was changed (but it sure wasn’t in patch notes).
 
I think that was in the game from day 1, the garage icon changes depending on the size of the garage or level

I'm not trying to be annoying, but this is still inncorrect.

What do you mean only 1 weather slot? When setting weather to "Custom weather" instead of "Preset weather", the amount of weather slots depend on how long the race is. 5 lap might only have 2 slots, while a 2hr race will have a bunch.

As I mentioned before, I have for example done races at RBR and Spa in custom races, with multiple weather slots which I set all to random. And I've had a sunny start and rain later on.

Same with a lobby race at Autopolis, the host set all weather slots set to random, and behold, rain hit us late in the race.

I've never had only one weather slot in custom race or lobby. Must be for only 1-2 lap races or something. But dynamic weather (wet/dry) happens at least on, from the top of my head:

Autopolis
Red Bull Ring
Spa both versions
Nürburgring all versions
La Sarthe all versions
Tsukuba
Suzuka
High Speed Ring

Might be forgetting some, but those above I have experience dynamic weather on in custom race and/or lobbies.
 
Not sure when this happened but there is a whole slew of new options available during Time Trials. Tire wear, fuel consumption, all sorts of stuff.

Weather slots are dependant on race length. A couple laps at Spa are not enough for more than one weather slot, but increase it to 7 and you'll have 4 slots for example. This applies to all tracks regardless of whether they have rain available or not (in which case you'll just be able to select the cloud coverage, haze, etc.)
