I couldn't say for sure, but it's unlikely. Microsoft outright bans it from FH/FM liveries, and given that GT is in a similar position with Sony and Sony is no less cautious with its language and symbol filtering, it's probably one to avoid.
Suggestion, replace it with the actual American flag instead, like I did on one of my liveries, then and there's your "Dukes" ;)

I don't think the Charger was ever a premium in GT...
It wasn't. The closest it got to "premium" status was in GT6 where the '70 Charger R/T had an updated higher-poly body but still had no detailed interior. "Semi-Premium" is what I think they called that.

@Famine Unless you mean the 2011 and 2016 Chargers...?

It is exciting to see the LFA and the 400R. Hope they have some new high events and tracks as well. Also it would be nice if they bring back gifting cars. If they do I will hit up my billionaire friend @Chikane_GTR 🤣
Y'know I often wonder how they have so much time to dedicate to being rich...

All I gotta say to @Chikane_GTR is:

Between the newer Challenger and the older Charger, I would be profoundly surprised if we don't end up getting an Extra Menu featuring various Dodge models. That is, aside from the Viper, which we already had a menu on.

I could see there being one for classic Dodge muscle cars, featuring this upcoming classic Charger, as well as the Super Bee and the older Challenger.

Then, I could see there being a Lexus-themed Extra Menu, with the LFA, RC F, and LC500. Perhaps there also could be a Nismo-themed Extra Menu with the 400R, GT-R Nismo '17, and perhaps a race car like one of the two GT-R GT3 models, or maybe even the GT-R LM Nismo LMP1 racer.

EDIT: This is before we potentially guess new rounds for World Circuits events, too. The LFA will likely lead us into some new Hypercar Parade events, while the newer Challenger and older Charger could get us some new rounds for either the American Sunday Cup 600, American Clubman Cup 700, or both. For the new 911 GT3 RS, I would be quite surprised if it didn't result in a new round for the Porsche Cup. Can't say I know of if the Model III will lead into anything - perhaps a new event for EVs? Finally, I really don't know what could come of that Mercedes-Benz model. If, hypothetically, it's the DTM racer from the early 90s, then it'd likely go into Gr.4 like the Alfa Romeo 155, and thus could get us a new WTC 700 round. If it's the road car, then I suppose it could lead into new rounds for the European FR Challenge 550.

Of course, we could get a new Bonus Menu as well, featuring an all-new event. Maybe even a new championship - one that uses one of the more advanced licenses. This is before we get into the possibilities for new tracks and/or missions. (I'm also still a bit surprised we don't have a Super Formula round at Suzuka yet.)

The cars are good, but the lack of a Race car is a bit mind boggling for me, They seem to be ignoring them,

The update for me is in what it brings to the game, I hope single player gets what it needs and it needs a lot, which is why I don't play, chasing the rabbit against poor AI is just not interesting or fun. What ever the event is.

Sport mode needs an overhall, its has no change since GTS to it's format, the dailies are monotonous and endlessly repeated, with some tracks never been used.

Lobbies need mord options, if PS4 can't handle more then 16 than an option to turn off cross play to have bigger lobbies, would make a lot of leagues races a lot better, AI in, to make the numbers for those who want it, Options to split the classes, enable multi class BOP, save set ups when BOP is enabled, and I'm sure I have forgot other things

They could add 10 tracks and 100 new cars, it would still be a short lived satisfaction if they STILL fail to give us something TO DO.
I would take zero cars and zero tracks over actual content where i drive a car and earn some credits.
I hate how right you are, which is why I'm not so excited for this update besides the LFA and 190E.

Maybe there's hoping this update would also bring on a new track or wet weather conditions for tracks already in the game? There's no reason why all the fictional tracks don't already have a full 24hrs dynamic time and weather.

Meh whatever, at least I can count on them doing justice to the LFA.

well at least on the bright side, the total lack of single player content has pushed me into not only playing online but doing both the manu and nations cup series. i went from never having played GT online to going all in.

playing online has also made the offline AI feel even worse though.

This is actually insane. While i'm a sucker for race cars this list is absolutely fantastic.
The newer Porsche GT3RS are crazy, i love the 992.
The LFA speaks for itself, a GT franchise fan favorite.
190E is a DTM legend and beautiful car, my favourite Mercedes Benz of all time.
The Tesla is ok, i don't really care about Tesla and actually quite dislike the brand and Elon himself but i like PD adding newer model cars.
The Charger is awesome, gonna see a lot of "family" inspired liveries.
The Demon is insane. I am obsessed with this model Challenger (no, i am NOT from Atlanta, Georgia).
I'm excited about the 400R and while i would've loved to have had the GTR LM Road Version this is a beautiful model with only 44 built.

We haven't gotten this big of a car content update since release so this is nice. I'm itching for new events though.
