Its made from scratch, I downloaded the UK number plate font, as well as a spacing template from a player in game and make my own plates

The perfect example of livery editor is of the car I just posted. I'm a fan of the NOPRO team in Super Taikyu. The car I copied is not in this game. The next best thing I can do is to replicate that livery for a bit of immersion. I did the same for a GO&FUN livery that is on an Alfa Romeo TCR team in TCR Japan.I need some help with something: I'm honestly still not convinced that we need a livery editor, and that any interests in self-expression could be fulfilled via a combination of customized settings, parts (e.g. wheels, rear wings, aero kits) and a potential skin-based system where you can utilize specific customizations. It's much like how with the current system, you download a livery but also its custom wheel, number sticker, and so on.
Between the various in-game liveries either used by AI, made-for-game car liveries, or some real-world liveries, I think there's a lot that could be expressed that way, instead of overwhelming players with a livery editor. Maybe it's just the current UI, but I'd like to know what the goal of including a livery editor was, since I'd personally like it to be easy not only to have a somewhat unique yet beautiful-looking customization, but also when racing, to encounter a field of similarly good-looking cars. This is in contrast to disabling custom liveries in races altogether, or simply facing a bunch of players who've only applied a special color for their livery before calling it a day. But I also get that it looks weird to have multiple players using the same default livery when there's more than one of a car on the field, too. Perhaps something of a middle ground could be found, like with the aesthetic customization options in Ace Combat Infinity or NFS Most Wanted 2005, where it's not solely skins, but the aesthetic customization is a bit more limited for the sake of making it easier to create something good-looking.
If you want other creative outlets in general, I think further customizations for rulesets could be fun, especially if you can even customize stuff like a series of races or qualifying, respectively such as how many points would be earned per position, or if you could do qualifying more in-line with Formula E. More modes would be fun, too, like drifting and drag, given how many lobbies seem to try to do so, and perhaps other stuff like a rally/time attack mode where players could even try replicating the Goodwood Hillclimb, or something similar.
But otherwise, I'm very unsure about a livery editor - at least in its current state. I'd say something similar about a track editor/generator - I feel like there'd be almost nothing but mimics and copycats instead of a field of original designs. For the latter, I think I may prefer a wider variety of layouts for a course - like one may see with Le Mans or Fuji - including historic layouts. Something that allows for a lot of options, but not as overwhelming.

Sure, one can say why dont PDI just use their resources to add all these cars. Livery Editor is one way to give players the ability to bring their favourite real world liveries to the game.
When I first saw the demo for LE, it showed the R8 GT3 car. The user was moving the decals and setting them in place. I half thought we'd be able to move the decals on the default liveries. Such as it is, we can't do that.
In the end, I've made the default liveries in many of my cars and in varying colors. Even the latest Mazda Roadster. So when I go to race in the Race C Daily Race, I can chose the standard green with chrome stripes rather than the yellow stripes.
It's one of the single most important options, PDI have added to the franchise.
