The vehicle can be obtained by completing the mission Four Trailers for Lester with another player, the car is initially obtained from the parking lot of Lester's warehouse and if you are inside it when the other player delivers the second trailer then you will be able to keep it by driving it to your garage once the mission has ended.

In Online they are extremely rare.

But it doesn't seem like a car that should be very rare.

The Same goes for the Asea. With the Asea, there are a large amount of customization options, meaning its a car that is obviously meant for young people to own and modify, like the Honda Civic, among other cheap cars. So why make it unbelievably hard to acquire?

I can confirm its snowing online. Its very light but there are snowflakes falling and little white blobs appearing on the road.

Look closely and you can see some snowflakes, as well as the white blobs on the road, other people reported seeing this on the GTAForums

Well, it seems like money can't buy me a gold-plated Z-Type can fly like a helicopter and fighter jet, has miniguns which fire RPGs, and can hit 500 MPH on the ground.

But money can bribe a R* dev to make one for me.

Basically, you don't have the option to deny the cash. You'll just be playing and all of a sudden, you get $100 million dollars in your account all of a sudden.

I was wondering that too. It's also almost impossible to get offline. You can see how to get it in the video I posted a whole ago in the car location thread.
