No, you can only copy and restore to your own account. On a different account GT5 warns you:
"You tried to load another user's savedata.
You cannot use this savedata.
Overwriting with new save data."
And then you have a clean fresh start all from the beginning, unless you happened to have made a backup of your secundary save game as well.

Will the WRS envolve online races?

It's a shame... so if I want to join the WRS I must restart the game from the beginning...

There will likely be WRS events which involve online races, but the Weekly Racing Series will continue to be focused on time trials and hot laps.
We have no plans to do photomode competitions as part of the WRS, but the idea of user provided photos for use in the results thread is an interesting one.

There are online race events, as far as I know, the fiat 500 is Lv 0 and can compete in the first bonus event, so you can literally start the game, buy the fiat 500 and win 200 000Cr within 10 minutes. It also gives you shed loads of Exp. You can make 3 million within an hour of starting the game just by running those bonus online events.

Don't know that, but I know the A and B-spec events I've done finally pay the same cash, and, for example, American race @ Indy pays 117,000 now.

Sadly it's not a good grind event, as it cannot be re-won just like the special events. That said, its great way to get up and running fast when you start the game.

If you do not have an GTP named account on the PSN you will need to start GT5 over with your new GTP account.
You can gift cars from one account to the other.
The only problem so far are 2 tracks that may never be used for the WRS anyway. The Top Gear track and the Nürburgring Nordschleife.
The 24 hour Nurburgring is also unlocked later but I would wager that we will never see this track for the WRS.
As for rules, there are plenty but good clean racing is the basic rule.
