Is there anywhere I can find out what the numbers mean?
There's a post somewhere that describes this in some detail, but I'll post a quick summary here.

The numbers following the division placement are your "rating" or "handicap". In general, the numbers go from 0-5, with roughly the following breakdown:
division 1: 0-1.999
division 2: 2-2.999
division 3: 3-3.999
division 4: 4+

The program that compiles the results compares all times submitted against their current handicap rating to determine where the "true zero par" value should be (lots of math here, which I won't try to explain). Participants that post a time better than their handicap indicates they should do will see their handicap drop to a lower value. This is used to determine promotions (once your handicap crosses the magic threshold above, after you've done at least 3 events, you'll be promoted).

One other thing: if you post a time worse than your handicap indicates you should do, it is discarded, so you can only improve your handicap, never drop it. This is done to prevent "sandbagging."
