You don't need to, you can't adjust power and weight in Time Trial. You can check tyres on the information of the saved file. So go to load it, and it will tell you what tyres used, what physics used (should be professional), etc.

I guess the key is to stay in 3rd for the final two corners. I shifted back to 2nd to cancel out the oversteer.
I didn't shift down to 2nd at any point.
