In the UK a Carver is not a car, it's a tricycle and the driving licence requirements differ accordingly. Maybe different in the US?

Fair enough, if you want to class it as a trike. But I still see it as a car, just as I would do the same for a Reliant Robin.

You can only drive it in Holland with a car licence. Beside the steering wheel it has the controls of a normal car.
