That's a Street View image, and it appears they drive on the correct side of the road.

No, a circuit used to be there, but it is now a housing estate.
The lines split because the image is on a roundabout.

The start straight has been turned into a housing estate that follows the route.

Your hints completely threw me off.

When your hints combined with F1 and New Years, it was either Prince George, which still exists, or Kyalami, which also still exists... except for the section that was destroyed and caused the track to be reconfigured and then housing was built on the former section.
