Usually we draw outlines smooth and straight. But how should I do when I come into a handpainted-style CG?

You can see this CG have rough outlines and also the outlines are not evenly thin.
And this is a simple handpainted one, which we may also meet something like a script-style CG, that's way much harder than the example I make.
I know I can just stick to every little detail, use thousands of dots to finish the CG, but you guys surely know that would increase the size of the file, and even if you cut it into pieces, it's still gonna be hard to splicing them in In-Game Livery Editior.
SO is there a way to draw these kind of CGs meanwhile control it's size under 15kb?
