Help me resize and mirror an image please?

Hey can somepony please help me edit this image?

I want it to be just small enough for a GTP standard avatar and for the bordering / background of the image to blend in with the GTP forum paneling. I've tried rescaling it on my own, but all the programs either put this weird black or white box around it, make it really fuzzy, or don't have a mirror feature. Thanks for any help!

Sorry if it is not sharp enough, .png made the file size too big. Also, forum software will make the resize to standard member size. (Image shown if premium size, just in case you ever need it.)
 
Damn, it looks too fuzzy in the avatar box... Give me a few minutes...

EDIT: I really, really hope this one works better.

Try making a GIF instead of JPG. Should be able to get a sharper image than a JPG at a smaller size than a PNG due to the simple colors of the image. 👍

best way to resize pics is probably windows image resizer.
Right click image -> resize -> choose size -> done.
No need for a program for that

Racedude I remember your old avatar with the DJ pony thing I want it as mine :S lol I don't even watch it I just think it's a cool avatar
 
^ Yeah, but you sometimes screw the resolution. That, and Windows 7 doesn't have such an option.

But but,... i have it on my 2 win7 pc's (it can be that it is not from Ms anymore, don't remember that).

For a quick resize it's perfect.

If i go for the quality, i use PS, but it's rare i use it for only resize
