- To both have completed Menu Book 9 in your Gran Turismo Cafe single player mode
Then you'll be able to access the multiplayer section and can create a lobby at any track that you have unlocked and can race with anyone.

Before you create the online lobby have a read through this page. Then do like Famine mentioned and set your lobby for Friends Only. You can also limit the GT7 lobby participants, although I'm not certain what the least number is there.
