More than enough to buy a new house, clearly (!)

But nowhere near enough to make a new home.
 
28'000 pounds? No where near enough for a half decent apartment even.

That equals roughly 300'000RMB which is enough to just about buy a BMW 1 series here. Considering my family's (rather large) apartment is valued at 3.5m I doubt they'll be happy with that payout.

The amount they were offered was not enough to buy a new house or build one.

Did the tenets agree to move?
As mentioned under Chinese law they can not be the building can not be taken down with someone living their or did the government go "We make the laws and we can ignore them since we made them"
 
According to the village chief Chen Xuecai the owner got tired of all the media attention and agreed to leave his house.
