Maybe locations refers to countries or something and so you can have 3 or 4 tracks in each location (country)? Could that be it? I agree, 20ish tracks would be very dissapointing.

a) It was worded incorrectly and gave a wrong meaning
b) Is supposed to go with an announcement that explains something we don't know that will make it make sense
c) It wasn't just marketing tactics to get people hyped and crazed and then go "Look we have 80 tracks, not 20 like you thought!" and everyone goesand buys their game.

And the reason I chide about this is because, well, for one thing Polyphony isn't Microsoft. For another, tracks are the hardest thing to incorporate into a racing game. Cars are easy. But the track packs for Forza 2 are utterly worthless except for time trials and online racing. And note that not everyone is going to live online, even many of us with broadband. I expect to be spending most of my time in single player races, as will most buyers.
I mention MS because they, along with EA, are about the worst at nickle, diming and overcharging their buyers. Suppose one of those two companies made GT5 and had 1000 cars and 100 track assets ready. EA has proven to hold content back and charge for it, sometimes even at release! In fact, they've been shown to have the content on the disc, and what you buy is a patch to unlock the content. And MS pricing is sometimes comparable to other companies, but other times is atrocious. The hand controller price is okay, but compare 360 hard drive or other accessory cost.
We would probably have been happy with 600 cars in GT5, seeing as some of us were guessing between 450 and 150! The fact that GT Mobile is getting 800 cars and GT5 1000 is an indication that SONY is more concerned about their reputation in the gaming community than yen counting. This is certainly true with Kazunori-dono.
The Prologue deal may also be an indication of what we can look forward to with GT5 DLC, and I agree with you, more than likely we'll get some. I'm not sure what you're getting at with GT HD, as it was free. But with Prologue, for $40, we got 37 cars, I believe, and 5 tracks with one variation totaling 10 race courses. With free DLC, that was increased to 73 (?) cars and 6 tracks, at least here in the states, and now of course it's $20. This may be roughly what we're looking at for GT5 downlodables.
As for car downloads being hard to incorporate into a game, I'm not sure I follow you. In Forza 2, when you buy a car or track pack, they show up in the dealerships and track lists. But the bots can't race on DLC tracks, making them worthless except for online racing or time trials. The tracks won't show up in single player Career Mode at all. I'm hoping this isn't the case in F3 and GT5, although I will be spending some of my time online in GT5 as I did in Prologue.

Oh my gawd... I forgot that! I also forgot about the original concept of GT HD, since it died a quick death.Ok we are on the same terms because I agree that EA, and Microsft do take peope for fools, I have NFS undercover, and if you can't afford a car with ingame credits, they give you the option to my pay with real money, It even works with car modifications!
That would actually be fine. I am hoping though that PD is planning the track DLC well in advance and integrates itself seamlessly into the game, meaning new events would appear and race series would have new tracks show up in the list. Either that, or grayed out "Under Construction" spots would be here and there through the game, as a kind of heavy hint that DLC is forthcoming at some point.I think that DLC tracks should come with extra events. Something like that.
Keep mission races similar to GT4, it's own mission hall.
