Speaking for this city, it doesn't have to be Halloween for girls to dress up at the clubs. A lot have specials every once in a while for women to dress up as school girls or whatever else for free drinks. Quite a sight....

Theres a bar here thats a little bit higher class than usual where all the servers are atleast 8/10 and dressed in school girl outfits. Great place to drop change. 👍
