It is tradeable, but only via a slightly roundabout and impermanent way.
You can get one from a 2010 birthday ticket. But it may take you a while to grind one out of a ticket since there are 23 possible cars a 2010 ticket can give you. And if you do manage to get one, you will only be able to use it until you next reset your ps3. When you boot the game again, it will have vanished from your garage, and you will have lost your 2010 ticket. While the car is in your garage, you can use it to your hearts content. But in the end, you'll have no choice but to reset your console, so you will lose it.

Interesting. This is kinda lame, but you could go into a gamestop and ask if they have any old cards. Nothing to lose...
