Make a new car with custom parts from scratch?

What do they mean with this,can someone clarify this? Can you take an existing car and modify it to extreme extent like a tuning company (Abarth,RUF). Or can you make a completely new car or engine? Ether way,this sounds extremely cool.


Edit: the exact wording from Kaz himself is "Players can make their own personalized custom car in the game"

We discussed this some times before, but a feature like the old "Carrozzeria" factory in Sega GT would be amazing, where you could create your own car from scratch.
