I read the OP for the first time in a few weeks and have to agree with
@killerjimbag , this thing about disconnects is opening a huge can of worms. I've quit a couple of series in the past because huge amounts of time were wasted at the beginning of races accomodating people with crappy internet connections and also waiting for others who were late. More often than not, people who have trouble connecting will disconnect during the race anyway so waiting for them to sort things out is completely annoying. It's your series you can do as you please obviously, but my advice would be to suggest everyone hardwire because no allowances will be made for disconnects.
I'd also suggest a different strategy with race incidents. Having the stewards handle everything just turns the stewards into babysitters. If the participants aren't willing to do the work of sorting out their own incidents, you shouldn't be bothered with it either.

ITCC is a series that had great potential and a huge turnout in the beginning, but I and a few others quit due to poor organization, wishy-washy rules and wishy-washy rules enforcement. If you ever venture into any of the ITCC threads, you'll find endless pages of petty bickering due to the lack of clear guidelines and poor leadership on behalf of the race organizer.
