I'd say the key is to have a grip-based car that can be 'forced' into a slingshot at the hairpins, a lot of the time thats where I gained ground on him...also take the inside line away, even if that requires bumping him off a few times. Not worth trying to wreck him from my previous attempts, the car seems to have its own unique set of absorption physics.
Use the dirt on certain hairpins to your advantage, that's where I got a lot of ground. I saved my replay, could upload it for those who are still stuck. The car I used was:
