Neutral gear

In gt7, some cars like the porsche turbo '81 have a neutral gear when pressing the clutch on a g29/g920. Some other cars don’t have that like the old sambabus. Why do only some cars have it? And also i am thinking about buying an h shifter and if i buy it, will i be able to go into neutral when pressing the clutch, because that wouldnt make any sense.
