New pit glitch? wipe penalty time?

I was in a race on Dragon Trail today, last lap, got massively punted at the hairpin before the fast chicane, was notified that the offending player had received a penalty, by coincidence I was watching the position list just as the race was ending and saw the offending player pit (flashed the fuel and tyres icons).

At the results screen he had no penalty time OR a red dot.

unfortunately in my frustration I forgot to save the replay as evidence, but I do know the player was in 5th after he punted me, and he finished 5th overall.
