It's actually relatively easy to find neutral ghosts, just go for the country that's smack dab in the middle of the other two and bam problem solved, the only issue is if it's a country that doesn't have many drag racers or one that you don't see much like Ukraine for example.

never actually joined one, usually they're all title NZ/AUS or Kick so I never join those XD

I've not seen him on in a while though to be honest. But they are to us what EU is to USA, in that we can tree reasonably close with each other.
