As for penalty system, yes it is broken, and it is sad. But "we" can't do anything.

This will never get solved so its a waste of time to complain about it. Formula 1 has stewards who review every incident from ten different camera angles yet their penalties still don't make sense half the time. So what can we really expect from an automated penalty system in a videogame? In general it works pretty well. The only way to really "solve" this problem is to make all the cars ghosts but then you are basically playing time trial mode.

It's a lot worse in Forza Motorsport 2023. So it's not just a PD problem.

Well, in real life if you don’t avoid the crazy drivers your car still get smashed(you get penalized), same as in GT. Avoid other cars, period, and you’ll be just fine. And yes, sometimes they will mean giving up a position or two, that’s just racing and a big part of CLEAN racing.

Don't worry, I'll make the counter-argument for you; "But they went off track and rejoined in an unsafe manner, causing them to veer into my path! I couldn't avoid them!"

Yes, yes you could have, and that is why the penalty is valid.

While you can argue that it is on the GT-R to rejoin safely, as you have full visibility of them leaving the track and their intention to rejoin (unsafe or otherwise), it's on you to take action to avoid the impact regardless of what the GT-R is doing or has done.

Yes, braking to avoid impact would have cost you time, but I doubt it would have cost you the 2 seconds you lost to the penalty.
