here's my entry. Only 2 things changed. I don't know how to change the color of a white car. I can't do it. So i could only do so much.

Paint Shop Pro 7. I can change colors of cars that aren't white or black. But the white and black ones just don't change the color.
 
Go to Colors - Adjust - Hue/Saturation/Lightness. Or press Shift-H

At least it is on 5, but it should be the same. :)
 
Well, the resolution is really high so you have to be really carefull when editing, a pixel is easily missed. :)
