It's surprising actually. As someone who is a keen photographer, and someone who likes to photograph motorsport, I can't see any skill or quality in picture 2 at all. It doesn't accurately convey any form of motion, like the panning shots do. If you compare picture 1 with picture 2, 1 is so much better.

Can anyone explain to me why #2 is a good picture?

I think they put too much blur effect on it. I always love shots like number 1 with the cars flying through the Monaco tunnel, the lighting reflecting off of the cars is awesome
