There is a small fear that he is only doing this as sport and will resign tomorrow. He did have some banter in an interview when asked about it.

But, everyone would see Pence & for the most part, just accept him since neither Trump nor Clinton are President.

That's what's needed to propose an amendment. It needs to be ratified by 3/4 of the states to go into effect.
