Well, for very few of them, trouble is the lack of licensing (i.e. Porsche). For most of them, well, time had to be spent on modelling the moon and the 0.25hp rover instead.

We're talking about cars that were shown to be in the game, but aren't. Porsche was never meant to be in the game.

For those you mention, trouble with licensing is the most probable reason for them not being included at day one.
Other reason could be them trying to make some extra cash out of our pockets by selling them as DLC. But I don't want to think negative

Deltawing licensing, yes. Mercedes, Honda and whatever else there is, no way it was a license thing.
