I think it's just stating what his setup was. He was probably using the Driving Force GT, the same one in the most recent Polyphony Digital interview videos on GTP's front page. I know on my Driving Force Pro, I can hold a 3-button combination to switch from 200 degree to 900 degree mode.

Yep I think it tells you what steering is plugged in and what the max turning angle is
