I keep making the reference to Hot Wheels. You buy a car. If you want a track, you can buy tracks separate or in a pack. If you want a different car, you have to buy one. Hot Wheels keep making cars and tracks. Just because you buy one car or a multitude, doesn't entitle you to free cars yet to be released. How about radio controlled cars? Want a different body? You have to buy it.
Project Cars 2(or rather Bandai Namco) offer packs for the future. If you want extra cars, have to pay to play. Or, choose not to pay for extra cars.
Again, this game, is not a service. It's a hobby(in some instances, it's become a skilled profession).
