I might've agreed with you but then I played Assetto Corsa, lots of interesting cars but it got boring driving them around the same 12 tracks (That game does have many more big problems though).Cars are a bigger priority for me. Tracks I don't care so much about. As long as I can drive a decent variety of cars, I'm happy.

Not a chance to find some in DLC, but we can still pray for the third of the name (and enjoy the one we have the hands on)
I would also prefer more tarmac specific dlc. But this DLC is also ok. I will definitely try it

Well the Season Pass seems like good value for money by this logic. Then again, I was lead to believe that the Season Pass would cost $30 instead of $45, which has annoyed me a little. However, I wouldn't get much use from the DLC's because I only play the game once a week. If I was playing the game regularly I would definitely buy the DLC.A car or track. There's 42 pieces of content that you get for $45 so that's $1.08 per piece. Compare that to R3E which usually charges $2-3/car or $4-5/track or iRacing that charges $12/car or $15/track then the PCars2 Season Pass is quite far from being a rip off.
Edit: That being said, I'm still not buying it.
DLC will be released over a 1-year period, correct? We'll still have quite a while before the Porsche Pack.
I think March will be good guess here.
