i'e whether you took a brand new car or a 10,000km racecar to a race shop and got them to re seam weld the body or rebuild the engine most likely the work carried out would fit the same bill...
If you do an oil change on a 0km car you will receive i think a 5% boost in HP and will gain some more HP as engine "runs in" (although I think you have to race for this to happen not 100%)
I generally then oil change until I notice max hp drop then do rebuild, chass refresh still not 100% on but def cars go "off" after a point, this becomes noticeable when grinding a track i'e Indy where you can easily get consistent lap times, as they start to go off some sort of work needs to be carried out to regain those seconds lost
