OP should have played Gran Turismo 3 where there really was an issue with the pedals. Actually it was the brake pedal that would only work to about 80%.
I noticed the delayed response on the shifter and pedals in the GT7 cockpit too but the throttle, transmission, and brake response is always instant.
 
As much as I appreciate the scientific method applied here by the OP, it's objectively impossible to engineer suitable control conditions for the depth at which they are analysing the issue.
There is no "impossible", only "impracticle", "difficult", or "timeconsuming" as reasonable excuses.
But non of that matters to people who are out there providing scientific evidence for just about everything they could think of.
I can see some of that would be all 3 of the above problems to a singular person with no prior knowledge into problemsolving of yet undiscovered problem, though that is not the problem of those that are to be convinced of the problem the singular persons claim.
 
You all saying i don't present enough proof to back my issue, bud the only proof you need is that the RPM's drop to slow. I will Tell even more sometimes when you just get on track or standing still for some time it can happen that thé flywheel suddenly acts normal and you have a quick reving engine with a normal RPM's drop untill idlle, bud as soon you start to drive and try it again is back to this heavy flywheel so again i don't now exactly what is problem is why this is the way it is. I'm just 100% sure this is not correct and then my proof of that slow Rev drop is verry obvious so again try it for yourself. And again iff any person can show me vehicles where the RPM drop that slow in real life then i will shut up. Bud i know nobody will give me evidence because there non existing.
