Why don't you just try the cars with any parts and then limit the power and weight? I don't understand your way of making of the cars performance. What advantage do you have by only allowing some cars somethings etc? Doesn't it just increase the chance someone cheating/illegal part? Plus you don't do weight checks, right?
I just see no advantage with your system, it always results in one car too slow or too quick (s4=VW example), sometimes both. Surely the best way is to allow everything, except some weights stages/turbos etc and then add ballast and test. Car too fast, add weight. Too slow, lose weight. Can't match pace, don't have it in. Easier no?

@GK, can't adjust Focus, we'll see post Monza. Tyre wear did bring others into play last time out.

LancerEvo7That's how ITCC does it. It just turns the cars into character-less torque monsters.
The Focus is fast down the straights, but the tire wear as seen at Cape Ring hurt the car. Race 3 show Smuffy about 2 seconds quicker than Snow, Chris, and myself before the final lap. Season schedule looks like half the races, the Focus will show its speed and the other half its tire wear.

snowgtI agree with this. The cars are actually most fun to drive, when you can rev to the red line. If you restrict them too much, you get a sweet spot at something like 4000rpm and you get the feeling you're driving a diesel.
I noticed that when I was testing it at Spa, I could barely manage 2'37s and lost about 2.5s in sector 2.
Got to admit perhaps overall I am surprised by the lack of complaints, seems everyone has accepted there roles saturday night.

Which, on the one hand, is a pity with the Honda being mighty quick on the straights, but on the other hand, I've never had good results there in the rain and the general slipstream madness.
