I'm at a loss for words. I've seen so many, yet I was still sat their with my jaw open at the sheer stupidity of the driver.

Imagine if that were a human and not a bumper. I'm sorry, but when the dog is that intent on just attacking everything the best course of action is just to drive off as fast as possible.
 
The dog wasn't vicious at all. The dog was actually quite friendly. He was only 'playing' according to the dog's owners, a family with small kids. They agreed to pay for any damage.
 
But it wasn't a human. You can see the dogs were playing around as they weren't growling or anything.

My next door neighbour's dog wasn't growling when he was biting my dog's head and shaking him to death 2 weeks ago either.....

That's so untrue.

I had a dog that couldn't be trained. If I did, he'd forget what I trained him in about a week or two. I also had a friend that had a dog that had a severe anxiety separation disorder. She ate through a wall once, just to get out of the garage during a rain storm. She did that during the night, or about 5.5 hours. She even ate her way out of a metal dog cage, once. She bit a neighbor when the dog was very well liked a decently trained.

I doubt the dog was born that way (unless it was mentally defficient), so it was probably something done by some owner along the way that triggered that behaviour.

My dog had intense separation anxiety and leaving her alone for more than 5 minutes resulted in a concert of howls which could be heard 5 blocks away.

Wind of 55 knots/63 mph? Highest speed this winter was 54 mph. Close...

Visibility of less than 100 feet? Check. Easily.

Windchill of -100? Apparently we hit -98 in 1981, but thankfully I wasn't here then (moved here in '84).

I'd be willing to be, on average our weather is typically better. Even if only slightly. :P
