Cool with me, Id say do what makes you happy. Look at eric, hes got some great cars for tracking and those arent miatas. 
Personally, Im the type who has always wished he had a racecar for a DD and though Im still not there my car doubles DD and track very well. So with that in mind its a very budget friendly autox car because I bought it as a DD and dont have to do anything but budget tires.
Thats just my approach, Im sure a purpose built neon will be great at the track, though I rarely see fwd on non-hondas as track cars. Should be quite the challenge to get the handling just right.
Actually come to think of it, cobalts and ms3 are pretty common non-hondas (along with the neon).
