3) If Disney gets copyright extended any further it would be an absolute crime. Steamboat willie goes into the public domain starting 2024, almost 100 years (98 apparently) after it first aired. For reference, Patents get 20 years.

Disney would likely want an extension. Just because. I mean...it's Disney. But they don't need it. Disney will still have the trademark and the copyrights for later incarnations will have yet to expire.

It's not likely that Disney starts losing money when and because the copyright isn't extended. As threats go, these are among the most toothless. But it's still super disconcerting that literal members of Congress--however crackbrained and feckless--are threatening to penalize private actors for protected speech.
