Call it whatever you want, but that's actually not the worst idea of legislation. I can't imagine it passes though.
It won't clear the Senate. It likely won't get out of committee. If it were to clear the Senate, it wouldn't clear the Republican majority House because you know members there value their investments.

Ossoff introduced a similar bill, the "Ban Congressional Stock Trading Act," at the beginning of last year. The proposal was less aggressive in that it required divestiture from or placement into a qualified blind trust of select holdings, and if there was any appetite whatsoever in Congress for such a law, it wouldn't have stagnated in the Committee on Homeland Security and Governmental Affairs to which it was referred. This bitch was on that committee. It's a purely performative gesture to secure spots on Hannity.

Even if hypothetically, a bill like this had the potential to be brought to a vote and pass, I could imagine the senate Parlimentarian making some edge case raising objections about how it's against the First Amendment to have such a ban. That it unfairly restricts the amount of "speech" they can convey, or a violation of property rights.
 
Is it a clever name? Seems like the name is just designed to prevent it from passing and signal grievance. "Petty" comes to mind. Also "counterproductive" comes to mind.
Oh, I just thought it was a funny name, as Pelosi is pretty much the poster child for the whole insider trading scam. I doubt that a law for it will ever pass, seeing how they're all getting rich in DC.
